Programs That Help Repay Loans You Already Have

West Virginia State Loan Repayment Program (SLRP)
The SLRP, run by the state's Division of Rural Health and Recruitment, repays loans for providers who work two years full time in a Health Professional Shortage Area, and the state says it reduced award amounts after a decrease in funding (West Virginia Rural Health). Health Sciences Service Program
This Higher Education Policy Commission (HEPC) program makes about 15 awards a year to students in the last year of a West Virginia health program, paying $30,000 for medical and dental students and $15,000 for other eligible fields toward their federal loans (College For West Virginia). Recipients owe two years full time or four years half time in a West Virginia HPSA, starting within six months of finishing training, and awards made on or after January 1, 2026, are canceled rather than billed at 15% interest if the service isn't completed (Service Obligations). Mental Health Loan Repayment Program
HEPC pays licensed mental health professionals up to $10,000, based on federal loan debt, for one year of full-time or two years of part-time practice in an underserved part of West Virginia, with renewal possible for up to two more years (College For West Virginia). Eligible sites include HPSAs, licensed behavioral health centers, and state acute care psychiatric hospitals (Service Obligation). Service-Based Funding For Students In Training
These four HEPC programs pay for school up front in exchange for work in West Virginia after graduation. The medical, nursing, and STEM awards must be repaid if you don't serve, so weigh them against a private student loan with no strings attached.
Medical Student Loan Program
Medical students at Marshall, WVSOM, and WVU can borrow up to $20,000 a year for up to four years, and each year of loan is forgiven by a year of practice in an approved specialty in an underserved part of the state (College For West Virginia). Underwood-Smith Teaching Scholars Program

WV STEM Scholarship
This scholarship pays up to $3,000 a year to engineering, science, and technology students who then work full time in an approved STEM occupation in West Virginia for one year per year of award (College For West Virginia). Federal Forgiveness Options For West Virginia Borrowers
Federal programs reach far more West Virginia borrowers than the nine state programs, and each one runs on its own rules for combining with a state award. Our full list of forgiveness programs covers every federal option.
Public Service Loan Forgiveness (PSLF). Borrowers who make 120 qualifying payments while working full time for a government agency or qualifying nonprofit get their remaining Direct Loan balance forgiven tax-free (StudentAid.gov). West Virginia public school teachers, state and county employees, and public university staff all work for qualifying employers, and our PSLF breakdown covers the 2026 employer rule litigation.
Teacher Loan Forgiveness. Teachers with five consecutive years at a low-income school can receive up to $17,500 if they teach secondary math, science, or special education, or up to $5,000 in other subjects (StudentAid.gov). The same years can't count toward both Teacher Loan Forgiveness and PSLF, which our teacher forgiveness breakdown walks through.
Repayment Assistance Plan (RAP) and IBR. RAP launched July 1, 2026, and forgives any remaining balance after 360 qualifying payments (How RAP Works). Borrowers deciding between plans can run the numbers in our RAP vs. IBR comparison.
Health care programs. West Virginia runs a HRSA State Loan Repayment Program, funded half by HRSA and half by the state (WV SLRP Policy). The National Health Service Corps pays full-time primary care providers up to $75,000 for a two-year commitment, or up to $80,000 with a $5,000 Spanish-language bonus (HRSA), and Nurse Corps pays 60% of nursing debt for two years plus another 25% for a third year (HRSA). The STAR program pays up to $250,000 for six years in substance use disorder treatment (HRSA), and our nursing and health care forgiveness roundup covers eligibility for each.
Veterinarians. We found no West Virginia state veterinary loan repayment program, but the USDA Veterinary Medicine Loan Repayment Program pays up to $25,000 a year for at least three years of service in designated shortage areas (USDA NIFA). Is Student Loan Forgiveness Taxed In West Virginia?
West Virginia bases its income tax on federal adjusted gross income as defined on a specific date, so it follows federal treatment once the Legislature adopts a newer version of the federal code (The College Investor). PSLF, Teacher Loan Forgiveness, and death and disability discharges are excluded under permanent federal rules.
Forgiveness under income-driven plans became federally taxable again on January 1, 2026, when the American Rescue Plan exclusion expired (Taxes And Student Loan Forgiveness). If Your Job Isn't Covered
Borrowers outside health care, teaching, and STEM fields won't find a West Virginia program, but three options remain. Employers can pay up to $5,250 a year toward your student loans tax-free, and our list of companies that offer student loan repayment assistance shows who offers it.
Borrowers with private loans or high-rate federal loans they don't plan to have forgiven can lower their rate through student loan refinancing. Refinancing federal loans into a private loan ends eligibility for PSLF, RAP, and IBR, so don't refinance a balance you expect to have forgiven.
