Recruitment Assistance Program (RAP)
Starting July 1, 2026, RAP pays $258,702 to physicians and dentists and $71,933.20 to PAs, nurse practitioners, nurse midwives, and nurse anesthetists who practice full time for three consecutive years in an eligible rural community (South Dakota Department of Health). The 2026 Legislature passed HB 1043, which appropriated $978,294 to reimburse four family physicians, two PAs, and six NPs who completed the program, plus $370,000 for other eligible professionals (HB 1043). Rural Healthcare Facility Recruitment Assistance Program
This program pays $10,000 to nurses, pharmacists, therapists, paramedics, dental hygienists, and other health professionals who complete three years of full-time work at a facility in a community of 10,000 or fewer (South Dakota Department of Health). Rural Attorney Recruitment Program (RARP)
RARP pays five annual incentive payments of $12,513.60, equal to 90% of a year's resident tuition and fees at law school, for a total of $62,568 over five years (South Dakota Unified Judicial System). As of June 30, 2025, 36 attorneys had participated and 19 had completed the program. Lawyers who'd rather work for a government office can pursue PSLF instead, or alongside it if the rural job qualifies.

Service-Based Funding For Students In Training
These three scholarships pay for school up front and require you to work in South Dakota afterward. They count as forgiveness only if you complete the service, and walking away turns the award into an interest-bearing loan, so weigh them against a private student loan with no strings attached.
Dakota Corps Scholarship
Dakota Corps covers tuition and generally applicable fees for 16 credit hours a semester, with the intent that recipients pay nothing toward tuition (South Dakota Board of Regents). Recipients must work in a critical-need occupation in South Dakota for one year longer than they receive the award, so a four-year scholarship means five years of service (DRGNews). Critical Teaching Needs Scholarship
This scholarship covers maximum tuition and fees for 30 undergraduate credit hours at a South Dakota public university, or the equivalent at a private school, and third-year recipients can renew it for one more year (South Dakota Board of Regents). For 2026-27, every K-12 teaching position counts as a critical need. Build Dakota Scholarship
Build Dakota covers tuition, fees, books, equipment, technology, and tools for full-time students in high-need programs at South Dakota's technical colleges (Build Dakota). Graduates must work full time in their field in South Dakota for at least three years, and the scholarship converts to 4% interest-bearing debt, prorated, if they don't. Federal Forgiveness Options For South Dakota Borrowers
Federal programs reach far more South Dakota borrowers than the six state programs, and each one runs on its own rules for combining with a state award. Our full list of forgiveness programs covers every federal option.
Public Service Loan Forgiveness (PSLF). Borrowers who make 120 qualifying payments while working full time for a government agency or qualifying nonprofit get their remaining Direct Loan balance forgiven tax-free (StudentAid.gov). South Dakota public school teachers, state, county, and tribal government employees, Board of Regents university staff, and nonprofit hospital workers all work for qualifying employers, and our PSLF breakdown covers the 2026 employer rule litigation.
Teacher Loan Forgiveness. Teachers with five consecutive years at a low-income school can receive up to $17,500 if they teach secondary math, science, or special education, or up to $5,000 in other subjects (StudentAid.gov). The same years can't count toward both Teacher Loan Forgiveness and PSLF, which our teacher forgiveness breakdown walks through.
Repayment Assistance Plan (RAP) and IBR. The federal RAP, which shares an acronym with South Dakota's Recruitment Assistance Program, launched July 1, 2026, and forgives any remaining balance after 360 qualifying payments (How RAP Works). Health care programs. The National Health Service Corps pays full-time primary care providers up to $80,000 for a two-year commitment, including a $5,000 Spanish-language enhancement (HRSA). Nurse Corps pays 60% of qualifying nursing debt for two years of service and another 25% for an optional third year (HRSA). South Dakota's HRSA-funded State Loan Repayment Program ran three annual cycles from 2022 through 2024, but DOH hasn't posted a newer cycle, so check our nursing and health care forgiveness roundup for the federal programs that remain.
Veterinarians. South Dakota has no state veterinary loan repayment program, but the USDA Veterinary Medicine Loan Repayment Program pays up to $25,000 a year for service in designated shortage areas (USDA NIFA). Is Student Loan Forgiveness Taxed In South Dakota?
South Dakota has no personal income tax, so student loan forgiveness isn't taxed at the state level (The College Investor). That covers PSLF, Teacher Loan Forgiveness, and income-driven plan forgiveness.

If Your Job Isn't Covered
Borrowers outside health care, law, and teaching won't find a South Dakota program for existing debt, but three options remain. Employers can pay up to $5,250 a year toward your student loans tax-free, and our list of companies that offer student loan repayment assistance shows who offers it.
Borrowers with private loans or high-rate federal loans they don't plan to have forgiven can lower their rate through student loan refinancing. Refinancing federal loans into a private loan ends eligibility for PSLF, RAP, and IBR, so don't refinance a balance you expect to have forgiven.
